 CENTER FOR IN SERVICE TEACHER TRAINING, EXPERIMENTATION AND EDUCATIONAL RESEARCH – CPEIP - 2009

 

 

CPEIP is the Ministry of Education department responsible for promoting, orientating, regulating and carrying out diverse professional development activities to support teachers in their mission of providing education and quality learning to all their students.

 

PROFESSIONAL DEVELOPMENT

 

CPEIP carries out a Policy Professional Development for Teachers that offers diverse in-service training opportunities, as well as a system of evaluation and accreditation with rewards for those teachers who have an outstanding performance.

 

These lines of action aim at assisting teachers and school heads in the achievement of a quality and equal opportunities education inspired by the Educational Reform, considering the prevalent Curricular Framework, the Framework for Good Teaching and the Framework for Good School Management. 

 

What are the Objectives of CPEIP?

 

-         To develop teacher competences necessary for the achievement of effective results in students’ learning through a policy of professional development for teachers  that strengthens disciplinary, didactic and pedagogical knowledge.

-          To create in teachers the ability to reflect upon their own pedagogical practice from a critical point of view, so that they feel motivated to participate in the processes of evaluation and self evaluation of their professional performance.

-          To stimulate team work and peer learning together with the exchange of educational experiences.

-          To favour professional commitment and to promote teacher responsibility  for their students’ achievements in learning.

-          To foster the understanding of the school as a place for the social exchange of experiences.

-          To contribute to the improvement of initial teacher training in colleges and universities.

-          To foster educational research, mainly in relation to the profession.

AREA OF TEACHER CONTINUOUS DEVELOPMENT

 

 

Through this area, CPEIP assists in-service teachers of all the country in updating their disciplinary and didactic knowledge as well as in strengthening their pedagogical skills and competences, in order to enrich their  practice and therefore improve the quality, relevance and meaningfulness of their students’ learning.

 

The purpose of this area is to strengthen pedagogical knowledge, competences, skills and attitudes,  so that teachers can enliven the school curriculum in the classrooms.  This area assists teachers through different programs and projects  which, with different emphasis, contribute to curricular and pedagogical updating.

 

Some programs and projects favour the generation of professional communities where teachers build up pedagogical knowledge by means of peer work:  in a cooperative and systematic way, teachers describe and exchange their experiences, analyze and compare them with theory, in order to elaborate proposals to incorporate higher quality to their teaching practice.

 

Other programs and projects emphasize the strengthening and mastery of disciplinary and didactic knowledge of the school curriculum.  In order to achieve this, they organize seminars, courses, workshops and scholarships which are offered by professors of well known institutions of higher education.  Thus, it is possible to combine expert disciplinary knowledge with pedagogical experience.

 

AREA OF TEACHER ACCREDITATION AND EVALUATION

 

 

The mission of this area is to contribute to in- service teacher continuing development, through the design, implementation, management and supervision of processes of professional evaluation, accreditation of learning and competences between peers of those teachers that at present work for the Subsidized Educational System. This area is responsible for the accreditation of competences of classroom teachers.

 

Programs

 

System of Evaluation of Teacher Professional Performance: It is orientated to improve the pedagogical practice of teachers of the city council sector and it has a formative purpose. The evaluation of each classroom teacher is carried out every four years and it is the duty of the city councils to administer their teachers evaluation.  The Ministry of Education, through CPEIP, has the responsibility to coordinate the technical process.

 

Variable Allocation for Individual Performance: Teachers apply voluntarily to obtain this benefit, teachers have to take a test on disciplinary and pedagogical knowledge and must be approved with a level of performance equivalent to competent or outstanding.

 

Plans of Professional Improvement: This program consists of a variety of actions which allow teachers to acquire new knowledge or refresh their professional competences. This program is implemented by the city councils integrated to the System of Teacher Evaluation, with funds transferred by CPEIP.  These actions directly benefit those teachers which have been previously evaluated with a level of performance equivalent to basic o unsatisfactory.

 

Allocation for Pedagogical Excellence: The purpose of this program is to acknowledge and stress the merit of teachers who voluntarily demonstrate knowledge, skills and competences of excellence, rewarding them with a salary bonus each year.

 

Teachers of Teachers Network: It is formed by teachers who have been previously accredited with the Allocation for Pedagogical Excellence. The objective of this network is to strengthen the teacher’s profession.  This program makes use of these teachers’ excellent competences to contribute to the training and professional assistance of classroom teachers throughout the country, by means of peer learning strategies.

AREA OF INSTITUTIONAL ACCREDITATION AND NATIONAL PUBLIC REGISTER OF IN SERVICE TEACHER TRAINING

 

The responsibility of this area is to:

 

-          Accredit institutions, evaluate courses, programs or activities  for in service teacher training

-          Record courses in the National Public Register of In- Service Teacher Training

-          (RPNP)

-          Inform the educational community of the programs and courses enrolled in RPNP

-          Provide technological tools to facilitate the work related to the calculus  for the payment of the Allocation for In-service Teacher Training.

 

All institutions offering in-service teacher training must,  prior to the beginning of the course, enroll  their  Programs or Activities in the RPNP.  Those institutions must apply for accreditation from March 1st to November 30th  each year, 90 days before the beginning of the first approved course.

Research and Surveys

 

 

 

This unit administers all the research, evaluations and other surveys that the institution carries out in order to enrich the policy of continuous teacher training as well as to provide reference information for decision making regarding the CPEIP programs. It also coordinates research inside CPEIP with other Ministry of Education departments.

As a contribution to the development of educational research, the Research unit organizes, together with other fifteen institutions of the country, National, International and Interregional Educational Research Seminars, and the Colloquia of Educational Researchers.

LIBRARY

The CPEIP library is a system of information through which educational information generated in the country or abroad is selected, analyzed and  disseminated. The collection contains 40.000 books, as well as audiovisual files and catalogs, with emphasis on the following matters:  curriculum, initial professional formation and in-service teacher training, educational management, history of education and the Educational Reform, research,  methodology and educational psychology.

The library serves teachers, research professors and students.

 

Open Monday through Thursday from 10:00 a.m. to 1:00 pm. and 2:00pm. to 4:00pm. Friday 10:00a.m. to 1:00 pm. and 2:30 p.m. to 4:00 p.m.

Residence Hall and Events

CPEIP has a residence hall and a cafeteria for teachers from all over the country who attend in-service training courses in our headquarters organized by the Center own programs and those of the Ministry of Education. Likewise, these services are available to other institutions that may want to organize similar events.
